Why Do we always show more new recoveries than new active cases when total new cases are reported?

In short, cases take so long to report to Frio County from the Department of State Health Services that many of the cases are considered “recovered” by the time their status is sent.

This Q&A was released by the Texas Department of State Health Services this week:

Q: How can cases be marked Recovered when their case investigation has not been completed yet? How do you know they are not still sick?

A: On July 21, 2020, Region 8 began using a time-based criterion to determine recovery status. Region 8 now reports recovery counts estimated as 14 days from the date of symptom onset, specimen collection, or the date when the positive result was reported to us. According to the CDC, available data indicates that persons with mild to moderate COVID-19 remain infectious no longer than 10 days after symptom onset. And while DSHS reports that the infectious period may be no longer than 10 days for persons with mild to moderate symptoms, DSHS also states that the actual recovery from COVID-19 can take a long time:

“Morbidity and Mortality Weekly Report (MMWR) explains that recovery from COVID-19 can take a long time, even in young adults with no chronic conditions. One in five previously healthy young adults were not back to usual health 14 to 21 days after testing positive. Relatively little is known about the clinical course of COVID-19 and return to baseline health for persons with milder, outpatient illness. In a multistate telephone survey of symptomatic adults who had a positive outpatient test result for SARS-CoV-2 infection, 35% had not returned to their usual state of health when interviewed two to three weeks after testing. COVD-19 can result in prolonged illness, even among young adults without underlying chronic medical conditions.
